In my estimation, there is little effort to get many defendants on bail - which as you know has significant advantages. What bothers me in this case in particular is how many times this guy has been arrested. It seems he has had some slaps on the wrist, but this behavior is not only a problem for him it's a public safety issue. Unfortunately, Matt, OR has become a tool to relieve over-crowding.
